Management Team

The company is headed by Mr. Parampal Singh. Mr. Singh holds a Masters Degree in Business Administration with Finance Concentration from the Goizueta Business School. Mr. Singh also holds a Bachelors Degree in Civil/Environmental Engineering, with emphasis on Construction Management, from the Georgia Institute of Technology. Mr. Singh has extensive experience in the construction industry and is also has ”E.I.T.” status.

The Estimator for the company is Mr. Mitch S. Massengale. Mr. Massengale has over 30 years experience in the construction industry encompassing competitive bid, construction management, and design-build projects. Mr. Massengale received his Bachelors Degree in Civil Engineering from the University of Kentucky. Mr. Massengale has relevant experience in total estimating, bidding, and management responsibility for multiple commercial, civil, heavy, and industrial projects. He is certified by the U.S. Army Corps of Engineers in Contractor Quality Control Management for three-phase inspection and quality assurance management.

Mr. Harold Echols is a Superintendent for SoCo Contracting. Mr. Echols has over thirty (30) years experience in construction supervision on various private as well as local, state, and federal government projects. Mr. Echols is at present a Georgia Master Plumber, Certified Underground Storage Tank Installer, as well as a Georgia Utility Manager License holder. Mr. Echols vast experience in the construction industry and his understanding of private and government project requirements emphasizes SoCo Contracting’s competitive edge as a general contractor.

A Project Manager for the company is Mr. Barry Dunlap. He has extensive experience working with both government as well as private clients. Mr. Dunlap’s experience includes General Contracting and Construction Management with Project management of Retail, Healthcare, Restaurant, Hospitality, Multifamily, Telecom, Historic Renovation, and Academic/Lab construction. Mr. Dunlap’s has worked on various types of construction projects including new ground up construction, renovation, and continuing operation facility improvement .

A Project Manager/Estimator for the company is Ms. Bevily Willabus. Ms. Willabus has over 25 years experience in construction project management and project estimating. Ms. Willabus’s project management & estimating experience has come with several large government clients including, the National Guard, Centers for Disease Control (CDC), Army Corps. of Engineers (USACE), Federal Bureau of Prisons (BOP), City of Atlanta (COA), National Parks Service, City of Savannah, and the Federal Aviation Administration (FAA). Ms. Willabus’s project management and estimating expertise includes construction of underground utilities, grading/excavation, air traffic control towers, concrete structures, building renovation, and roads/repairs.

The Director of Estimating & Construction Manager for the company is Mr. Manohar Singh. Mr. Singh has over 30 years experience working in the construction industry. He has worked with local, state and federal government agencies on various heavy construction projects. Some of the agencies that Mr. Singh has worked with include the City of Atlanta, City of Savannah, Federal Aviation Administration (FAA), Army Corps. of Engineers (USACE), Centers for Disease Control (CDC), Fulton County, MARTA, and Georgia Department of Transportation (GDOT).
